The NOC Question

Most people ask me one thing before investing in Faisal Hills. Is the NOC real or just something printed on a brochure?

Fair question. In Pakistan’s real estate market, you will hear the word “approved” all the time. Some societies say approved when their application is still pending. Some say NOC when they only have a letter of permission. Some say under process like it is a good thing.

Faisal Hills has a final No Objection Certificate from RDA. That means the application process is complete. The land is verified. The layout is cleared. And the society can legally sell plots, develop land, and hand over possession.

That is the answer. Final, not in process.

What RDA Actually Approved

  • RDA cleared 11,823.5 Kanals of land for Faisal Hills. The approval covers four revenue estates: Pindi Gondal, Dhoke Syedo, and Mohra Shahwali.
  • Every block is inside this approved area. Executive Block, Block A, Block B, Block B Extension, Block C, and Block D. All seven.
  • The roads, residential sectors, commercial zones, mosques, parks, and utility infrastructure are all cleared under this NOC. Nothing inside the approved boundary is outside the legal framework.
  • On top of the main society NOC, separate clearances have been issued for individual projects. Faisal Jewel has its own approval for the 27-storey tower. Hill Walk Downtown got its commercial zone clearance in February 2026. Jamia Masjid Fatima Tuz Zahra has its own full NOC. The Sports Complex received operational clearance in 2026.
  • This is important. A good developer gets legal approval for every new project, not just the first one. Some developers get one approval and then build whatever they want, but that is not the right way.

What It Actually Means When You Buy

Legal approval is not just a paperwork thing. It has real practical consequences for you as a buyer.

  • You can build without anyone stopping you. After possession, your construction is backed by legal approval. Nobody can challenge it.
  • You can sell without complications. Transfer happens cleanly. The buyer gets a clear title. No disputes at the registration stage.
  • Banks will lend against your plot. HBL, Meezan, UBL, and other institutions give home financing on RDA-approved plots. Your buyer can take a bank loan to purchase from you. That means a bigger market when you go to sell.
  • Your investment is protected. No risk of sealing or demolition. That risk only exists for societies without proper government approval.

What Happens Without NOC

I will keep this simple.

Societies without NOC cannot legally sell plots. They cannot legally develop land. They cannot legally hand over possession. When the government moves against them, buyers have no legal standing. Courts do not protect ownership in unapproved societies the same way.

This has happened to buyers near Islamabad and Rawalpindi. Entire societies sealed. Money gone. Plots gone. Years of savings finished.

A final RDA NOC removes all of that risk from the picture.

2026 Clearances

RDA approval is not a one-time event. New facilities inside Faisal Hills keep getting their own clearances as they are completed.

In 2026 these were cleared by RDA:

  • Hill Walk Downtown got its commercial zone clearance in February 2026. This is the pedestrian-only commercial street in Block A next to the Arc Monument.
  • Jamia Masjid Fatima Tuz Zahra inside Executive Block received full NOC clearance.
  • The 171-Kanal Sports Complex received operational clearance.
  • Family Play Area was approved.
  • Each of these is a separate RDA approval on top of the main society NOC. The developer is consistently going through proper channels for every new addition to the society.

How to Confirm It Yourself

You do not have to take anyone’s word for this. Three ways to check.

Go to rda.gop.pk. This is the official RDA website. Search for Faisal Hills or Faisal Town Group in the approved societies section. The records are public and free to view.

Visit the RDA office in Rawalpindi. Ask for the NOC file of Faisal Hills. They will show it to you directly. You can see the actual document.

Ask the developer. Request a copy of the NOC letter from Faisal Town Group. Any developer with a clean record will share it without hesitation. If they refuse or delay, that tells you something.
